Heba Atwa, from the Center for Budget & Tax Center, will explain details about two of the proposed amendments on your ballot this fall. She will also answer questions you may have as you decide how to vote on legislation that still has many unanswered specifics and if passed, will alter our NC Constitution.

The topic on the menu will be: “If the NC constitutional amendments on the ballot passes this November, what are you willing to do without?” Join us for this informative talk and discussion. Doors open at 9:45 am and the community is invited.

Presenter Atwa is from the NC Budget & Tax Center, a non-partisan and non-profit organization that works to document and analyze fiscal and economic conditions in partnership with community leaders. Atwa will share information about two of the three proposed amendments to the NC state constitution on your ballot this fall. Both involve much more than their titles indicate. 

Changing the NC Constitution is a huge decision for voters as any changes that voters pass cannot be easily undone if voters are displeased or adversely affected once the changes go into effect. Because of RCDP’s commitment to educating voters on the issues, we want residents to hear research from this non-partisan and non-profit organization. They are not alone in criticizing these amendments as there is also bi-partisan criticism of these amendments from across the state. From the Center: “if this proposed tax amendment passes, local governments will lose at least $950 million in revenue that funds emergency response, public school teachers, parks and recreation programming and libraries, election administration, and so much more. Meanwhile, according to a recent NC Housing Coalition analysis, “the average homeowner would save just $84 a year — or $7 a month.” (NC Budget & Tax, 8/20/26) Atwa will speak to this proposed property tax amendment, the income tax amendment, and their anticipated impact on your life.
