Notice About Photo ID Requirement for Voting

North Carolina Voters will now be asked to present a valid photo identification when voting in person. If you do not have a valid photo ID card, you may obtain one from your county board of elections prior to the election, through the end of the early voting period that runs for 17 consecutive days, Oct. 17 – Nov. 2, 2024.

Voters who vote by mail are now required to include a photocopy of an acceptable photo ID when returning their ballot by mail. You may also complete the Absentee Photo ID Exception Form that is provided with your absentee ballot materials.

A list of all types of ID that can be used for voting is available on the State Board of Elections Voter ID webpage. For information on how to get a free ID, see Get a Free Voter Photo ID.

Voters may use any of the following that is unexpired, or expired for one year or less: 

  1. North Carolina Driver’s License
  2. U.S. Passport/U.S. Passport Card
  3. State ID (“non-operator ID”), from the NCDMV
  4. NC Voter Photo ID card, issued by a county board of elections.
  5. College/university student ID approved by NCSBE
  6. Charter school employee ID approved by NCSBE
  7. State/local government employee ID approved by NCSBE
  8. Driver’s license/non-driver ID from another state, D.C., or U.S. territory

Additionally, voters may use any of the following, regardless of whether the ID contains an expiration or issuance date:

  1. Military or veteran ID card issued by the U.S. government
  2. Tribal enrollment card issued by a State or federally recognized tribe
  3. ID card issued by a U.S. government agency or the State of NC for a public assistance program

Note: Voters ages 65+ may use an expired ID if it was unexpired on their 65th birthday.

All voters will be allowed to vote with or without a photo ID.

If you do not have a valid photo ID card on Election Day, you may still vote and have your vote counted by signing an affidavit of reasonable impediment (or “Photo ID Exception Form”) as to why you have not presented a valid photo ID. The Exception Form can also be used if you have a religious objection to being photographed or are a victim of a recently declared natural disaster.

As an alternative, if you don’t have your ID when you vote, you can still vote and then bring your valid photo ID to your county board of elections by 5 p.m. on the ninth day after Election Day (or the sixth day after Election Day for September or October local elections).
